EVALUATION & ELIGIBILITY PROCESS

Evaluations determine if a student qualifies for special education and related services under IDEA and NJ regulations (N.J.A.C. 6A:14).

Before a student can be evaluated for special education, the district documents prior interventions (I&RS, MTSS, or other evidence-based supports) provided in the general education setting, unless the student’s difficulties warrant a direct referral without delay.

  1. Referral – A parent, teacher, or staff member identifies a student who may need support.
  2. Planning Meeting – The CST meets to decide which assessments are appropriate for the student. Parents are invited to provide input and share concerns.
  3. Evaluation Phase – Assessments may include cognitive, academic, speech/language, motor, social-emotional, behavioral, and classroom observations. Prior interventions (I&RS/MTSS) are reviewed as part of the evaluation.
  4. Eligibility Meeting – The CST reviews assessment results to determine if the student qualifies for special education services. Parents participate in the meeting and may ask questions or provide additional information.
  5. IEP Development – If eligible, the CST and IEP team collaborate with parents to develop an Individualized Education Program outlining goals, services, and accommodations.
